The Texas Department of Transportation’s El Paso district engineer, Robert Bielek, considers the tentative Bike Share program a “boutique” program unworthy of federal Congestion Mitigation and Air Quality (CMAQ) funds.
El Paso’s Bike Share will now have a budget of $700,000, down from the original $2 million for which local officials were hoping. The Metropolitan Planning Organization programmed $300,000 for the program after TxDOT denied the CMAQ funds. Bike Share will now start with eight stations, with 10 bikes per station.
